Finance, Employment and General Purposes Committee
Terms of Reference
The Finance, Employment and General Purposes Committee has oversight of financial, employment and other matters related to the overall activity and performance of the University. It is responsible for advising the Governing Council on the most effective strategy for achieving the University mission. More specifically FEGP is expected to:
General
- Consider proposals from the Vice-Chancellor and the Academic Board on matters related to the University's educational character and mission;
- Consider and recommend Corporate Strategy.
- Oversee the performance of the University through the regular consideration of the annual plan and the Key Performance Indicators;
- Advise the Council on the assessment and the management of its Corporate Risks;
- Advise the Council on health and safety and equality and diversity issues at the University.
Financial
- Agree and recommend the proposed annual capital and revenue budgets prior to submission of recommendations to Council.
- Monitor the performance of the University in relation to the budget approved by the Council and to review regularly actual income and expenditure against budget;
- Approve and evaluate the treasury management policy and investment strategy, to monitor cash management and to ensure that the University remains solvent.
- Approve recommendations concerning expenditure on major capital items and other items delegated to FEGP by the Council in accordance with the University's financial regulations;
- Agree and recommend amendments to the financial regulations including authorisation limits.
Commercial
- Approve the establishment of major external operations and to oversee their conduct and financial performance;
- Oversee wholly owned subsidiaries of the University (including Derby University Enterprises Limited) as an integral part of the University, to approve the establishment of associated businesses of the University and to oversee their conduct and performance.
- Consider major strategic and policy issues raised by the Vice-Chancellor in relation to University property and to recommend policy to the Council about the use and development of the University's physical assets;
- Consider and agree matters in relation to Derbyshire Student Residences Limited.
- Oversee the conduct and performance of the University of Derby's Students' Union;
Human Resources
- Consider and agree the human resources strategy which supports the University's mission and strategic aims and monitor the effectiveness of the University's management of HR through the performance management framework;
- Advise the Council regarding staffing policies, procedures and working arrangements;
- Advise the Council on the affordability of pay and remuneration arrangements for staff (except those covered by the Nomination and Remuneration Committee);
- Review information on best practice in human resource, employment legislation and employee relations guidance;
- Consider reports from the Staff Joint Consultative Committee;
FE Governance Committee
- Receive reports from the FE Governance Committee and to refer appropriate matters to this sub committee for consideration and advice;
- Consider such other matters as may from time to time be referred to FEGP by the Vice-Chancellor or the Governing Council;
